Yes, you can cast your smart phone, pc, tablet, or labtop screen onto the tv screen through the "cast screen" option from the chromecast app that you need to install. It's like screen mirroring on a smart tv, samething. You can also, change your old flat screen tv (must have hdmi input) into a smart tv and has access to youtube and other apps through the chromecast. Of course you need WIFI installed for all of the above to work.

You can with android devices that allow for "Screen Mirroring". However, there may be some slight lag depending on your device's hardware, internet connection, and other factors.
