• In order for this device to work, you need an HDMI input. I don't believe any of the microsoft surface devices have video inputs, only video outputs. So you could not use the surface a screen but if you are asking can you cast video from the surface to this device, then yes. Anything that can run chrome browser or google home app can stream to this if it is on your network.

• If you can download Google Chrome or a desktop casting app from the store, yes. It will take any application with casting abilities so long as you're on the same WiFi signal.
