You may want to check to see if the tv is a smart tv or get a streaming device like Ruko, Firestick, or Appletv. These units will be controlled by the box and only need an internet connection to download apps and stream video like Netflix which may be easier for your mother to use.. Chrome cast is used in conjunction with your phone, tablet, or pc to broadcast the app to the tv so you have to verify the browser has the ability to cast to the unit. You can try running Netflix through chrome browser and check the top corner to see if you can broadcast the signal. Her TV will need to have an HDMI port, a decent wifi connection, and her pc will need to be on the same wifi network that the chromecast will be on. The computer would mostly just act as a remote for the chromecast which you can do with your smartphone (again, assuming it's on the same network) without even turning on your computer. For streaming from the computer you have to use Chrome and you can even just drop in videos you want to stream that are saved on your computer.
