Yes you should be able to. Once purchased you will download the google home app on your phone and it runs off of that. If you have WiFi on your phone it should work.

Sorry, there was a problem. Please try again later.You need two devices to setup ChromeCast with your phones internet data plan. Turn on your hotspot on your phone and connect second device and the chromecast to your phones hotspot. You will not be able to control content on chromecast from the phone that is providing the wifi hotspot. The second device connected to your phones hotspot can be used to pick content to send to chromecast that is also connected to same wifi hotspot from your first phone device. I was able to get this to work but your phones wifi hotspot has limits in the form of a data cap, usually around 10 gigabytes a month which is about ten HD movies.
Sorry, there was a problem. Please try again later.As long as you have wifi service anywhere in your house, you can connect it through your Smart TV. You do have to have an HDMI input on your TV, which most Smart TV's have.
