Unfortunately chrome cast runs on wifi. In addition to that, your phone and chrome cast have to be on the same wifi band to work. I ran into this problem recently as my router has 4 bands of wifi. I wanted my phone on a fast band and my chrome cast on a slower band. No can do. So back to the same band for the phone and chrome cast. Hope this helps.
