All this device do is cast your android base phone/tablet. I don't believe you can have apps on it. If you don't have it on your phone/tablet then no it can't play it and it won't have it.

If you can play german movies/ tv shows on your Android device you should be able to "cast" it via the Chromecast App to your TV

It is more dependent on what is available in the app ecosystem than anything else. If you can find an app for german movies/ tv shows on the app store or google play then i would check the app description to see if it supports chrome cast.

If there isnt native app support on android, you can cast your entire screen from the chromecast app and do it that way. iOS will be at the mercy of the app devs. IF you have Google Chrome, you can cast anything on any webpage. Only if the movies you want to watch are available from certain carriers, Hulu, Netflix, youtube, and many more, also you can play any movie from a computer as long as you install chrome and chrome apps on computer.
