Not exactly. You can surf the web on your android or windows, and cast what you see to the TV using chromecast. Chromecast just receives instructions from a chromecast-enabled app, at least so far.

Chromecast is just to cast/mirror your android base phone/tablet to your tv. That's it.

I found a plugin for chore browser from which I could mirror the browser. I had tried it on the 1st chrome cast. The 2nd gen could perform better. Haven't tried

If you mirror from your android phone or tablet, then yes. You are simply casting from a phone, tablet or computer.

You must know it's a HDMI x Wi-fi display device. You can use it as a display for some equipment's browser (laptop, smatphone, etc.). I'm not sure if that is what you want. With just the Chromecast you won't be able to do nothing.

You use this with your phone or tablet. It casts the screen exactly to your TV. So if you surf on your phone you will see it displayed on your phone and Tv. Very clear and no lag.
