• No, Chromecast will not work with your phone setup as a hotspot. Chromecast works by using WIFI to communicate with local devices on the network. Same as wireless printing but instead of printing your streaming data. Cell phone hotspots have AP Isolation setup which isolates each connection so they cannot communicate to each other from within the Local network. You will need a device that allows network discovery or a way to turn off AP Isolation.

• I've been doing just that. Part of the setup steps allows you to change networks. I use either a chrome book or my phone to cast to my TV or my mobile projector.
