Last I knew of you needed your own portable router to do this. It creates your own mini network. They can be bought for under $20.

If there is an open hdmi port on the hotel tv, you can cast to it, but you would need to be on the same wifi as the chromecast accesses, and the chromecast might not be able to "log in" and thus be kicked off the hotel network.
