Most likely, yes. Both the Chromecast and the device you're casting from need to be on the same network. I'm not 100% certain which device actually streams the content, but given that both devices would be on your cellular hot spot, yes, whichever one pulls the video would be also eating up bandwidth.

So, instead of your tablet streaming it, your chromecast is. If your streaming websites while using your tablet at the same time, then yes, that's double the data.

In the event that I'm wrong and you're able to cast, the chromecast wouldn't use a ton of your data, but you're still using a ton of data to stream the content on your phone. Regardless of where the image is projecting (be it your phone or tv), the data is being used by your cell phone.

Outside WiFi is whatever you pay for your ISP - I have a 3 WiFi & 2 Ethernet on my Clear modem - and when I am within range it connects automatically thus not incurring my cell provider WiFi - WiFi is FREE at least with Verizon via this connection! To be certain,you have nothing to lose if you ask your cell provider. NOTE: Just FYI, for best reception throughout your entire home, the BEST place for your modem placement would be in your rafters because there are no conduits or other wall intruders to block of limit your modem speed! Mine works all the way to my detached garage for my laptop & cell. Hope this helps?
