It's not a paid service. Think of it more as a simple wireless connection between your device and your TV. Whatever is on your device, you can get to stream on the TV. If you subscribe to Hulu, you can put the Hulu app on your device and then use the Chromecast to stream it to your TV.

No it doesn't. But if you hook the Chromecast up to your tv, you can cast hulu from whatever device you have it on. ( i.e. smartphone or tablet).
