There should not be any problem casting from a smartphone or Chromebook. Just follow the setup instructions carefully. Don't assume you know how it works. I recently set up HBO Max on an iPhone to cast to an older Samsung TV. It worked without any problem.

Yes, from an Android phone. Have not tried Apple. Probably from the Chromebook too, as it is a Google device.

The Spectrum TV app is not included on the list of Cast-enabled apps. If you're using an Android device, you may be able to mirror your phone screen to the Chromecast to watch content. You can also cast a Chrome tab or computer screen to the Chromecast using your Chromebook.
