“I have an original Chromecast.Often it will take several tries to cast. Often the only way to stop it is to unplug power. Sometimes I can’t control the video pause or rewind (I’m using a new iPad). I’m wondering will upgrading to a new Chromecast help.”

No, I don't think an upgrade will help with these problems. The newer version sometimes takes several attempts to connect. Problems turning off and audio and video don't always sync.
