Chromecast streams content through your local WiFi if you're doing something simple like a screen share (projecting your phone or laptop to the chromecast) . However if you do something like stream netflix or hulu you are connecting to the internet to retrieve the data so it will use a lot of data. The chromecast also passively will download pictures to display while on so will eat up some data. (I believe you can turn this off though).
