• Hi, the card will work in Israel. You will need a billing address in the USA, with that address the area code will be assigned. The activation can be done with Wi-fi but you'll be charged for each minute of incoming/outcoming calls using cellular network at $0.20 additional to the $20 flat rate for calling/texting. If you have a Fi designed phone with Wi-fi calling enabled, you'll be charged just for outcoming calls. The texts are free, so maybe it will work good for you.
