• I have four of these. At least one of them must be connected to the modem. So, if you are asking if this can be used to expand your mesh network, then the answer is yes.

• Not sure if I understand your question, but if you mean connecting this to a wifi router that is not a modem and create another wifi network, then yes this will work but you have to create new wifi setup.
