The Nest app works with both WiFi and cellular data, so you can view and control your Nest Devices from anywhere your phone has WiFi or Data available.

No, you can use your phone on cellular as well barring the service on your phone is strong enough to view the feed.

To video video your device will need access to the internet so for your phone it needs to have a provider and/or connected to WiFi. You can also pull you your nest account on any computer connected to the internet to view your camera.

I can watch the video using my mobile phone over LTE easily.
