Yes, only monitoring is supported. Recording requires a subscription.

No I’m sorry their isn’t a way of saving video without a subscription. It’s wifi and works with the nest app which requires a subscription, min is $50 a year for 5 day feed

Without a Nest Aware subscription, you can still view the live stream through the Nest app at any time you'd like, and you'd still receive alerts of motion and sound. Without Nest Aware, there isn't a way to record the footage from the Nest Cam.
