“Once mounted, is there a way to keep in a fixed position so will not move? What is to stop someone (aka.. a "bad" person) from simply moving the camera out of desired position?”

Bob, the camera can be moved with some firm hand force; there is no included method of securing the position. It cannot be knocked off of the mount as the previous Nest outdoor camera. I needed two hands to rotate and pan the camera to get the desired angle. That should deter easy movement.
