Yes, it records to cloud. If you have unlimited internet at home, the you should not feel the effects of a monetary charge. I have 5 cameras and my internet bill has never gone up.

Sorry no, sadly it does not. That would be a great feature, or Dropbox or similar support. Your only cloud option is their Nest Aware service, offered in 10 and 30 day subscriptions for what I think is a bit steep of a price.
