• No, this is up to the discretion of the management at your local store. This can't be done online.

• I was able to buy it without a Verizon account . I left the Sim card on and turned it on. Then turned the phone off and put my att sim in it and it was unlocked . So works great with att.

• Yes you can buy unlocked to use on any carrier. That's what I did
