“I have an existing iphone and service from verizon. If I purchase a pixel with verizon's 2 year plan, may I just switch the sim when I receive the phone or do I need to activate it as another device. I would like to get out of any activation fees.”

You can do either. You don't even have to open the box if you don't want to, however I believe that there is a 30 fee you will get hit with either way. Same fee Verizon and everywhere else charges I'd at least give the Sim swap a try though!
