Not sure what your question is, but if you want to make a payment for cell service, you have to pay by phone or online, not at store. If you are referring to purchasing new phone? You can pay full price for phone, my understanding is if the phone is purchased at then discount price at best buy you are going back into contract to get discount price . Either way you will have to pay new equipment fee of $30.00 for activation
