Is this a router too ? null

You will still need your router. This is not a router replacement it’s more of a mash (not true mesh) or extender.

Not as a stand alone router. At least one hub needs to be connected to a router.

verizon ran a Ethernet cable right into it and it functions like one.

Yes, it can be used as a router for port forwarding and other routing services. This is a great product, I have setup around 10 of these for friends and small businesses in my area and it works flawlessly.
