• If all the interior walls are concrete, it would probably affect the WiFi signal. How much I couldn't say. I would suggest that you position each pod near each other, vertically; the center of the house on each floor would probably be best.

• Yes, put your modem on the middle floor and a router in each floor. Try to keep them in open areas close to the stairs per floor. You can add more if needed.
