“Hi! Can these devices be powered over ethernet (PoE) or the only option is the wall outlet? Is there a Desktop App (Windows 10) to manage them or just the Mobile Google App? Thank you!”

• These devices require the wall outlet on order to be powered fully. As far as I'm aware there isn't a desktop app, although you can use a Google nest hub or nest hub max as well as the Google home app in order to control them. You will require the phone app in order to configure them however you need.
