The lights will come on once the battery is inserted for charging. If that's not happening, you'll want to check that the power supply is enough to charge the batteries. Using a wall outlet like you might use to charge a smartphone is a good option. You'll also want to check that the batteries don't have any damage to the wires on the connection area and that the battery is firmly seated in the charger.
