• I have had better luck using an adapter and plugging into an electrical outlet, but I have also been able to charge it from my computer's USB port.

• Yes, it does need to be plugged in. I tried one of my wall adapters and it was blinking, so I changed to one with a higher amperage and its perfect. I am sure it's fine in a car as well, but I have only ever used a wall outlet.
