• No, it must b plugged into an outlet to charge batteries. That would be nice to use as a stand-alone charger case, perhaps they will implement that idea for the next GoPro, hopefully the Hero 8.

• You can probably charge it either outlet or through any USB port but it costs only the rate of charge. If you want to charge it quick go with outlet.

• The Dual Battery Charger comes with an extra battery for your GoPro, but it does not have its own internal battery. It connects to a power supply using a USB cable, and transfers that power into your GoPro batteries. You can connect the charger to an outlet using a power plug (ex. an iPhone plug works great), or you can use other USB power sources like plugging the charger to a laptop's USB ports, or some external power packs.
