“What does this use to adhere? I'm hoping it's more than 3m tape given I live in an area where it rains heavily and we get lots of wind in the winter.”

It’s does use a 3m adhesive along with mounting brackets to install. I’ve had them up for around a month now with lots of rain and cold weather. They’ve held up great.
