• Yes if you want parts of the game to work you must pay for PSP Account. Alot can be done with the free Account but not the online racing and other stuff.

• Simple internet access to get all the features. PS+ to play with people. With a game like this, PS+ ain’t needed. This is a game to enjoy on your own.
