Unlocked phones can be brought to different carriers that use the same technology. This means an unlocked CDMA handset can be used with other CDMA carriers and an unlocked GSM handset can be used with other GSM carriers. Touch3 phones do not come unlocked and are designed to be used with GreatCall phone service.
