Out of the box it is not locked. You have to press the 1-2-3 buttons on the opening screen to enter the main menu, but I'm sure that's just so it doesn't come on and stay on by accident. Provider: Great Call. At least that's who we used. The cable is so you can plug it into a USB port on a computer/laptop and charge the phone that way.
