Yes can be not self-propelled Self propel requires pulling a handle/ Manual power if the handle is not pressed

Yes. There is a lever you squeeze to engage the self propelled operation. Don’t squeeze the lever for normal operation.

Yes. The self-propelling mechanism has a speed dial where you can adjust its speed from slow to fast and in order to engage it you have to pull a lever. It will not engage unless you pull the lever.
