“My brother has no computer, no internet, no smart TV, no smart phones, no wireless router. He would not likely subscribe to anything. Will this device stream his local antenna signal to his smart TV wirelessly?”

No. This product would have to plug into a wireless router in order to stream to any other device wirelessly. You would also have to have software on TV that can control the box and I believe most of the HD Homerun compatible software is designed for a streaming device (i.e. Apple TV, Amazon Fire, Xbox, etc).
