It’s all waterproof but def not going to hold up if fully submerged. I’d worry more about the gears and other mechanical parts rusting if it consistently was downpoured on. I’ve ridden in the rain a few times and had no issues if that helps. I believe these tires would eat through snow with ease; however, salt on the roads from plows will definitely kick up on the bike so I’d for sure clean it after each use and get some kind of thermal cover for the battery if it will be exposed to extreme cold for long periods unused
