• Judging from Google play's listing, Microsoft Office Mobile only requires android 4.0 and up, which would make me think it would if you purchased the app (this is kit-kat, 4.4). I haven't personally purchased office mobile though, so I can't be 100% sure.

• No. This an android operating system, you would need a microsoft operating system to run those applications. It does run some office type apps that will let you read and sometimes write documents that are compatible with word, excell, and power point.
