“How in the world can I enable motion rate advertised in the box and spec? Because this doesn't have any motion interpolation at all. And I wanted it to play my games with it. I also updated the software but nothing. Don't tell this was false advertisement”

You do NOT want motion interpolation turned on as all it does it double each frame (shows each frame twice instead of only once), therefore increasing input lag.
