A:Answer Yes, probably? To elaborate: If you mean a cinderblock wall I would buy toggle bolts and use those; should work well in the hollow spaces. If you are on the edge or grout the included sleeves should work, but drilling in to the edge of a cinderblock is tricky IMHO, even with a hammer drill. You might have more luck with smaller holes and masonry screws.
Note that it asks for 6 bolts on the install, two of which are specified in location. So if you are putting in 6 bolts you can mix and match fastener types in different locations to get something rugged.
If you mean a brick wall ... yeah, you're fine!
