“Need a simple TV for someone with cognitive issues.Does not use computer, Roku,Firestick, etc. Uses Comcast cable with voice commands, remote, live TV and streaming. Can this TV accommodate his needs? Can he turn off stuff he doesn't need such as Google?”

yes, I think so! Just simply keep on Cable as your input TV also has voice command, pretty easy to set up also You don't need to use the google tv option as the 'Input'
