“Why does the U8H say it is HDR (10-Bit) and Dolby Vision (12-Bit) when a couple reviews say the panel of the U8H is only 8-Bit?”

The answer from Hisense Product Expert is confirmed to be wrong. I have seen multiple reviews confirming and verifying the U8H does NOT have a "True 10-Bit" or "True 12-Bit" Panel. Instead, the U8H uses the watered down technology called "8-Bit plus FRC" that "simulates" a "10-Bit Panel." This "simulation" is what causes the severe problems with "Posterization" and "Bandwidth" that the U8H are confirmed to have.
