“Is it normal for my heater to suddenly stop blowing heat but still appear on? I've turned it off and on , unplugged it, plugged it to a different plug, but it still won't blow heat till hours later.”

Yes it’s normal. Top knob sets the temp you want then the fan and heat stop when it’s that temp in the room but red light is still on. Only way to turn off the light is to rotate bottom knob all the way off to the left or unplug it
