“Is the display supposed to light up or somehow indicate what the temperature is or what setting it is on? The one I received does not, there is no way to tell what the setting is.”

You must’ve received a bad unit you should return it and get a replacement. The temperature should be like a bright green.

Sorry, there was a problem. Please try again later.Yes. There’s two parts to the display. One shows the current room temperature and the one below that shows what temperature you have set the heater at. It will then essentially work like a thermostat.
