I’m still trying to figure out how to take the thing apart to get to the same belt you were talking about because mine made a crazy noise then they stopped spinning on their own. I just got it on Christmas (2 months ago) & I’m already having issues with it. Getting disappointed that I bought this one.
Sorry, there was a problem. Please try again later.Hoover claims that there are no belts involved. In fact there is! They claim that they're brushes are turned by gears and the gears are in fact turned by nothing other than a belt!!! This belt can break and can be a bit of a pain to fix if you don't know where to find it. I had a problem with the gear getting stuck in the frame and ripping the belt apart. I had to order a new brush Gear and belt and its not very cheap either.

Sorry, there was a problem. Please try again later.Thank you for your question. The brushes won’t rotate when the cleaner is in the upright position. Recline your SmartWash+ with the pedal and the brush rolls will engage. SmartWash+ does not use a belt to turn the brushes and instead has gears. A blockage could also cause the brushes to stop turning. Check for clogs/blockages and ensure that your SmartWash+ is reclined and the brushes will engage.
