I would recommend it unless you place it on the hard surface first. Most upright vacuums I have owned in the price range and lower slant forward to keep from falling over backwards and this pushes the brush roll into the carpet and would cause faster burn out of the belt. Less resistance on the hard surface and lower height so not as much of a risk.
