There is a rectangular "switch" on the top of the vacuum base on the left side when you are using the vacuum. Make sure this is in the up position, when down it stops the brush from rotating. You have to give it a good push to engage it.

The filter on top of the dirt cup can be washed with water. Allow to air dry for 24 hours. The filter should be washed every 4-6 uses. Check the lower hose with a grabber too. Hope this helps!
