Yes, but more ssd memory and a new operating system would be required to make it work. Install 1tb ssd or larger if you are going to use it seriously, as it is only 128gb (dreadful for work) as it sits. Then Install Linux Mint. Install Inkscape from the mint installer. Works great! Both Mint and Inkscape are free to use. You may have to reinstall some google apps if you want to use them, but that is not a requirement.

You may be able to work with a computer professional such as your local Geek Squad to see if they can install the Linux version on your Chromebook.
