“Can I download taxact premium software onto this device. I have a MacBook but it is not compatible with this program. I have already purchased the software but my laptop crashed…I need to replace it so I can get taxes done . Thanks”

Thank you for your question! This would not support TaxAct Premium. According to TaxAct's website, the minimum system requirements for their software include a Windows operating system and an Intel Core i3 or equivalent AMD processor, or higher.
