“the specs says it has a finger print scanner, however when trying to use it for login it state that it couldn't find a compatible fingerprint scanner with windows hellow fingerprint. how can I fix this?”

I've checked the specs on this page, as well as the official HP specs, and I'm not seeing any reference to this computer having a fingerprint reader. In fact, the HP specs specifically say "Fingerprint reader not available"
