• Yes you just enter the access key from the old laptop to the new one.

• Because this computer is running Windows in "S Mode" it can only download and run apps that are in the Windows Store, so you probably won't be able to directly install your existing copy on this laptop. Your best option is to contact Microsoft Support to see about getting the license transferred over from your current computer to this one.
